William Cottrell

Dr. William Cottrell is the Executive Director of Licensing in the Office of General Counsel at Raytheon Technologies (NYSE: RTX), where he leads technology licensing and commercialization for the Corporate Intellectual Property and Licensing Group.

One of the largest aerospace and defense manufacturers in the world, Raytheon Technologies has nearly 200,000 engineers, researchers and visionaries who come together to push the limits of known science and redefine how we connect and protect our world. Raytheon develops technology and products including aircraft engines, avionics, cybersecurity, missiles, air defense systems and much more.

Will’s focus is building a robust technology licensing program to both support enterprise growth and share Raytheon’s innovation in new markets. He has 20 years of experience developing and implementing strategies for growth and transformation, building off his passion for innovation and new technology development. He holds several patents and peer-reviewed publications.

Will received his Ph.D. in Optics from the University of Rochester and a Masters in Systems Engineering from John Hopkins University’s Whiting School of Engineering.

   
Mihaela Bojin

Mihaela Bojin is an associate director at the University of Iowa Research Foundation (UIRF). She has extensive expertise in intellectual capital management (licensing, partnerships, IP assessment, IP policy, and conflict of interest) in a variety of fields (pharmaceuticals, drug delivery, medical devices, and software). 

Dr. Bojin has held numerous leadership positions, including as chair and founder of the LES Iowa chapter; chair of the LES Standards ISO/TC 279 Innovation Management Committee; VP of LESI Patent and Technology Licensing Committee; executive committee member at the University of Iowa Staff Council; and co-chair of several committees. She has broad business mentoring experience as an adviser to the Faculty Innovators Workshop, an NSF I-Corps program, and to University of Iowa startups.  In 2020, Dr. Bojin was selected as a member of the IAM Strategy 300, an elite global group of IP strategists.

She is a certified licensing professional and a registered patent agent with the USPTO. Before joining UIRF, she was a patent agent in a New York City intellectual property practice group, where she managed complex patent dockets for US and foreign clients.  Dr. Bojin also has extensive research and teaching experience gained as an assistant professor (tenure track) at the City University of New York, and as a postdoctoral scholar at the University of California, Davis and at New York University.  She holds a PhD in theoretical chemistry from Cornell University, and a BS in chemistry from the University of Bucharest, Romania.


Dr. Bojin was author of “Academia and Technology Transfer in the US” in les Nouvelles, June 2019. She also served as a reviewer for the Department of Defense Congressionally Directed Medical Research Programs as a technology transfer specialist.  She was profiled in Inspiring Minds, featured in Access Magazine and in Live Science Behind the Scenes, a National Science Foundation sponsored website.

Phil Harstein

Phil Hartstein

Phil Hartstein is president and CEO of Finjan Holdings, Inc. (NASDAQ: FNJN), a cybersecurity company with a rich 20-year history. He oversees the direction and management of current assets and future investments and works with Finjan's executive management team to implement the shareholders' vision of a public technology company and advance its position as a global leader in proactive behavior-based cybersecurity technologies. Through its subsidiary, Finjan, Inc., the company holds IP assets cover landmark technologies that detect malicious code and protect end users from identity and data theft, spyware, malware, phishing, trojans and other online threats. To date, Finjan has licensed its intellectual property to major technology companies and generated over $250 million in licensing fees through its licensing and enforcement programs. The company has recently expanded its licensing program through several successful cross-licenses through its Finjan Mobile subsidiary and the recent formation of Finjan Blue which incorporates cybersecurity IP assets from IBM. The company has extended its innovative history in cybersecurity to launch businesses in both mobile security application development and risk advisory services, and has seen early returns from its investment in next-generation cybersecurity technologies through Jerusalem Venture Partners.

Mr. Hartstein has worked in several technology and IP-related roles over the past 17 years. He started with a boutique IP law firm, worked in-house for a venture capital-funded start-up, spent time in IP consulting and IP brokerage firms and – before joining Finjan – spent four years with two groups focused on bringing both private and public market capital, expertise and credibility to the licensing and enforcement of patent rights on behalf of owners.

Mr. Hartstein has a BS in industrial technology from California Polytechnic, San Luis Obispo. He is active in a number of industry organizations and is regularly invited to speak on patent and policy related topics. He is a named inventor and patent holder with more than two dozen pending and issued patents across a number of disciplines. He has been working diligently to establish standards for patent licensing through the Licensing Executives Society, a program extending Finjan's commitment to best practices, and recently acknowledged as an Accredited Standards Developer of the American National Standards Institute (ANSI).

 
John Kolakowski

John Kolakowski is an Intellectual property counsel and business advisor with more than 10 years of in-house worldwide telecommunications patent licensing and litigation experience at current employer Nokia Technologies and more than 10 years of prior private practice outside counsel patent-related experience at Morrison & Foerster LLP. 

As Director, Patent Licensing for Nokia, he has successfully negotiated inbound and outbound worldwide patent and technology licenses, forming and leading teams to help monetize Nokia’s extensive patent portfolio that numbers tens of thousands of individual assets across varied technologies.

He also is Head of IP Regulatory Affairs, North America for Nokia.  In that role, he advocates on behalf of Nokia in IPR-related discussions and developments at various Standard Development Organizations and before government regulatory agencies.  Before joining Nokia, John’s prior work at Morrison & Foerster afforded him extensive experience representing large and small technology companies at all stages of patent-related disputes, with a practice focusing on International Trade Commission proceedings, and an officer position in the International Trade Commission Trial Lawyers Association.

John is a Member of the USPTO, California, Virginia and DC bars, and a former federal judicial clerk. He obtained his J.D. from Northwestern University Pritzker School of Law, and a B.S. in Chemical Engineering from the University of Michigan.  John is a native Detroiter and a resilient Detroit sports fan now calling the Washington DC area home.

James E. Mr. Malackowski is a founding and continuous member of the IP Hall of Fame Academy.  He has been recognized annually since 2007 by leading industry publications as one of the 'World's Leading IP Strategists'.  Significantly, Mr. Malackowski is listed among "50 Under 45" by IP Law & Business™; included in the National Law Journal's inaugural list of 50 Intellectual Property Trailblazers & Pioneers; and, named as one of "The Most Influential People in IP" by Managing Intellectual Property™.  Mr. Malackowski was named as1 of 50 individuals, companies and institutions that framed the first 50 issues of IAM Magazine as well as 1 of 60 leading global Economics Expert Witnesses by the same publication in 2014. In 2011 Mr. Malackowski was selected by the World Economic Forum as one of less than twenty members of the Network of Global Agenda Councils to focus on questions of IP policy.

In 2013 he was inducted into the Chicago Area Entrepreneurship Hall of Fame by the Institute for Entrepreneurial Studies at the University of Illinois at Chicago College of Business Administration.  On more than fifty occasions, Mr. Malackowski has served as an expert in U.S. Federal Court, U.S. Bankruptcy Court, State Court, the Ontario Superior Court of Justice on questions relating to intellectual property economics including the subject of valuation, reasonable royalty, lost profits, price erosion, commercial success, corrective advertising, creditor allocations, Hatch Waxman Act market exclusivity, business significance of licensing terms including RAND obligations, and equities of a potential injunction.  Mr. Malackowski's experience extends to matters of general business valuation and commercial disputes, both domestic and foreign.  Mr. Malackowski has publicly addressed policy issues affecting international trade and has provided expert opinions concerning antidumping and countervailing duties imposed by the U.S. Department of Commerce as well as testimony before the International Trade Commission.

Mr. Malackowski has substantial experience as a Board Director for leading technology corporations and research organizations as well as companies with critical brand management issues.  He is Past President of The Licensing Executives Society International, Inc. as well as its largest chapter, LES USA & Canada, Inc.  Today, Mr. Malackowski focuses his non-for-profit efforts with organizations leveraging science and innovation for the benefit of children, including those located in lesser developed countries. He is a Director of the Stanley Manne Children's Research Institute and has served since 2002 as a Trustee or Director of the National Inventors Hall of Fame, Inc., an organization providing summer enrichment programs for more than 200,000 students annually.

Mr. Malackowski is a frequent speaker on emerging technology markets and related financial measures. He has addressed mass media audiences including Bloomberg Morning Call, Bloomberg Evening Market Pulse, Bloomberg Final Word, CNBC Closing Bell, CNBC On the Money, CNBC Street Signs, CNBC World Wide Exchange, CBS News Radio and Fox Business National Television as well as other recognized news-based internet video channels. Mr. Malackowski is a judge on behalf of the Illinois Technology Association's CityLIGHTS™ Innovation Awards program, 1st Source Faculty Commercialization Awards and has also appeared as a judge on PBS's Everyday EdisonsAs an inventor, Mr. Malackowski has more than twenty issued U.S. patents.  He is a frequent instructor for graduate studies on IP management and markets and a Summa Cum Laude graduate of the University of Notre Dame majoring in accountancy and philosophy.  Mr. Malackowski is Certified in Financial Forensics, a Certified Licensing Professional and a Registered Certified Public Accountant in the State of Illinois.


Morgan Reed, ACT|The App Association

As president of ACT | The App Association, Morgan specializes in issues involving application development relating to privacy, intellectual property, competition, and small business innovation.  His has been sought by the House and Senate in multiple hearings while his commentary and insight is a major draw for news networks including Fox Business News, MSNBC, CNBC, CNN, and ABC, the Wall Street Journal and the Washington Post to Ars Technica and Slashdot. Morgan has authored and contributed to several white papers and is a part of the developer team for the Linux Router Project (LEAF), and remains an active Apple and iOS licensed developer. Leading the App Association, Morgan has leveraged ACT’s resources to host innovation workshops across the country. Organizing events with venture capitalists, business leaders and attorneys, he helps
to foster innovative new technologies by helping new emerging businesses manage their intellectual property. Before coming to Washington, Morgan worked for a Taiwanese trading company specializing in the manufacture of technology products for the U.S. market. He served as managing director of North American sales, handling bilingual contract negotiation. During his time abroad, Morgan gave lectures in both English and Chinese on various aspects of U.S.-China trade, including building and maintaining long term partnerships in Asia. His expertise on Chinese business practices is regularly sought governments.


Alex Rehmeier

Alex is Senior Manager IP Policy and Training at The Boeing Company. Alex’s current leadership role is in developing and integrating external and internal IP policies, procedures and processes, applying IP protection strategies and plans in Company Initiatives and developing enterprise learning resources. In previous roles, Alex managed licensing, valuation, enforcement and compliance groups, including auditing of license agreements. She has been involved with the LES IP Valuation Standards Initiative since its formation. Alex also participates in the Aerospace Industries Association, Intellectual Property Committee, where she works on education and policy issues with colleagues from other aerospace companies, specifically regarding software and data rights in Department of Defense contracting. Alex attended Bucknell University (B.S. Business Administration) and received her Executive MBA at University of California, Irvine.

 

David Rikkers

David Rikkers is President of Expedited Climb Capital, a venture capital firm focused on technology development in the aerospace and defense industry.  Prior to this role, he started and led an IP monetization team that sourced and executed deals valued over $1.5 billion in aerospace and defense.  David began his career as an Air Force officer, leading radar and other electronic technology development efforts. 

David is a recognized thought leader in intellectual property.  In addition to his current work on the Board of Directors of the ANSI-accredited Standards Development Organization of the Licensing Executives Society, he previously served as chair of the IP Committee of the Aerospace Industries Association and on the U.S. Navy Data Rights Tiger Team established by the Assistant Secretary of the Navy for Research, Development and Acquisition.  He served as policy lead for government procurement IP issues at a major defense contractor.  He is a speaker at events hosted by organizations including the National Defense Industrial Association and Intellectual Property Owners Association.  He authored the chapter on Working with Government in the book, Intellectual Property Operations and Implementation in the 21st Century Corporation, J. Wiley & Sons (2011).

David has over two decades of experience as IP counsel.  He continues to serve clients through the Rikkers Technology Law firm, www.datarights.law, and has counseled clients on government contracting, corporate transactions, acquisitions, IP strategies, transactions and litigation.  Litigation matters include disputes involving intellectual property issues in government contracting, as well as patents and trademarks.  He has managed patent portfolios of thousands of cases, while personally drafting over 200 patents.  He also served as the General Counsel for Advanced Technology and an engineering function of 15,000 engineers, with customers and suppliers in 50+ countries and $16 billion in annual revenue.  Early in his career, he served as an intern for Judge Newman at the United States Court of Appeals for the Federal Circuit and a law clerk in the office of the General Counsel of the Air Force, Acquisition.

David received a B.S., ME, from Rose-Hulman Institute of Technology and a J.D. from The George Washington University Law School

 
Lore Unt

Lore A. Unt is Principal Standards Policy Legal Counsel at Apple Inc.  Lore develops, coordinates, and implements global policy activities on standards and IP policy related topics.  She also counsels clients on standards and IP legal matters, and participates in standards setting organization governance committees and IP policy working groups.

Previously, Lore served in several senior roles in the U.S. government, including at the U.S. Patent and Trademark Office and the Federal Trade Commission.  At the USPTO, she defended the Under Secretary of Commerce and Director of the USPTO and the agency in court-related procedures concerning intellectual property issues.  These most frequently included defense of the decisions of the Patent Trial and Appeal Board before the U.S. Court of Appeals for the Federal Circuit.  She also provided legal counsel to the Under Secretary and Director on patent and standards matters, and participated in interagency deliberations.

As the Principal Counsel for Intellectual Property Litigation at the Federal Trade Commission, Lore led and participated in numerous significant patent/antitrust investigations and litigation, including matters in the pharmaceutical, electrical, and biotech industries.  She played a critical role in the Commission's nearly four-month trial against Unocal Corporation for its alleged misrepresentations of its intellectual property rights in a standard-setting process related to reformulated gasoline.

Before joining the government, Lore was in private practice as an intellectual property and commercial litigator.  She graduated cum laude from Harvard Law School and summa cum laude from the University of Southern California. She served a law clerk to Judge H. Robert Mayer and to Judge Glenn L. Archer at the U.S. Court of Appeals for the Federal Circuit
